Retraites Populaires: development of a new pension plan (LPP) management platform
Retraites Populaires has implemented a new pension plan (LPP) management application, which was developed by ELCA and is now being used for the daily administration of the Caisse de pensions de l’Etat de Vaud (CPEV) (Canton of Vaud Pension Fund).
As such, Retraites Populaires has appointed ELCA to implement a new, state of the art IT platform designed to manage occupational pension schemes, in order to guarantee the streamlined management of current mandates, notably RPVie, Profelia, the Caisse intercommunale de pensions (CIP) (Intercommunal Pension Fund) and the Caisse de pensions de l’Etat de Vaud (CPEV) (Canton of Vaud Pension Fund).
This new platform, based on a modular, functional solution, allows the user to manage priority contribution and benefit schemes, and to monitor acquired rights, for example. It offers the flexibility necessary to integrate new mandates and to permanently adapt oneself to the numerous related legal changes in the realm of occupational pension schemes.
A move towards the new platform was done in several steps, mandate-by-mandate, guaranteeing a smooth transition of the entire portfolio, which includes more than 2,500 pension planning contracts covering over 65,000 members (policyholders and pensioners).
The final phase of the project was successfully completed at the start of 2010 with the migration of the CPEV's new management platform. This platform alone accounts for over 12,000 pensioners and 30,000 policyholders.
The partnership established between Retraites Populaires and ELCA allowed for the development of an efficient platform, widely-accepted by both the managers (user-friendly, uniform user interface) and the actuaries (detailed information available) while keeping tight controls on the budget, deadlines and the quality of the solution through proven project management methods.
